However what he was implying is that culture is even more vital than strategy. Culture is in simple terms "the collective behaviours expected of employees of an organisation" and it is these behaviours which in turn determine how “things” get done (or not done!). In other words; culture executes strategy.
Given the leader of an organisation has the most influence on the culture of an organisation, it becomes pretty important that he or she adopts and demonstrates the type of behaviours which then influence how employees think they need to operate. So not only does the leader need to “behave” well(!), but they also need to set the direction for the organisation; namely its vision and strategy. If culture is the “how we work”, then the strategy is the “what we do”.
